His collar is usually tight and we're afraid he might get hit by a car or run and he won't have his tags. Also, we've tryed a harness but somehow he slips out of that too.

Sounds like he doesnt like to be controlled via a collar, so a check chain/choker will only compound the problem. They are being phased out as a training tool by many top trainers anyway.
Go back to the harness.
If he has slipped the harness, you must not have adjusted it properly or it is the wrong size. Ask your petshop owner to show you how to adjust it properly.
The microchipping is also a very good idea.

My labX used to slip out of her collar until we got her a training collar that is kind've like a mix between a choker and a nylon collar. It's a nylon collar but has a section that has a chain so when you pull on the collar it tightens up, but only to a certain point. I have it set so that the nylon part of the collar is the exact size of her neck so when I pull it won't choke her but it can't slip over her head either.

Have you had your dog micro chipped just in case he does run off? It's one good way to make sure he can be returned safely.

TWO fingers should fit into the collar for how tight it should be. If his head is too small, then a harness is probably a better option.

Another thing to consider is why you are needing to pull your dog when on leash. I have been doing clicker training for walking on a leash with my dog and have found it very effective to prevent the pulling.

I've had this happen too. If he slips out of the harness too, the solution is going to take some craftsmanship.

Get two leashes and cut the hook end of one off. Sew what you had cut off near the hook end of the whole one. Make sure you sew it well. Buckle him by both the harness and the collar (choke collar is best). If he slips out of that, you'll get rich, because you have a furry Houdini.

I have 2 suggestions. You could do one or the other. First suggestion, you could buy him a pressure collar. Second sugestion, you could just tighten up the collar so only TWO fingers can fit between the collar and the dog's neck.

Its not tight enough if he still can get out of it. Make sure its tight to where you can only get one finger under it. If this doesn't work than maybe he's just to smart for a collar. Good Luck.

Get a halter collar, comes around neck and between legs across back. We have to use one for our Great Dane because the head is smaller than the neck. Works great and they behave much better.

get a smaller harness...you should be only able to fit 2 fingers or less between the harness and his body...same goes for the collar as well..
