I would like to think that most people go to the dentist to get their teeth cleaned more regularly than dogs. We also brush our teeth where dog's teeth have to litterally fall out when they get rotten enough...gross. So I would say a puppy VS a 90 year old man who hasn't been to the dentist in 15 years. I'd rather make out with the puppy:) My point, I have heard that dogs saliva is cleaner than humans, But I don't know how that can be, I have cleaned some gross teeth from dogs!

Their tongues are cleaner that humans. I know someone who did a science project on that topic and it was found that a dog's saliva has less bacteria than humans. Even though they might have bad breath, but it might be normal for dogs. Although you might want to give your dog a treat to get rid of bad breath if you see him eating his poop then coming to lick you.

Yes, but I still wouldn't kiss one.
Mythbusters actually did a side-test involving this (episode 39) and the dog had a lot less bacteria than the human subject (though considering some of the episodes, it's not surprising). Their competition, Mr. Know also did a test.
