"Ebonics" was a poorly chosen term for what is often called African-American Vernacular, which is a dialect of English (as is standard American) with it's own grammar and regular rules.
The school board of Oakland, California was trying to have a program where a child's home language would be respected and the children would be taught to move from AAV ("Ebonics") to standard English and then would be able to appropriately 'code-switch' from street language/home language/AAV to standard American English in appropriate situations (school, job interviews)

The previous answerer is correct; Ebonics is a dialect of English, just like British English, Australian English, Canadian English, Irish English, and so forth. I don't sense that there's much of a movement among black people to give it "language" status, although as a linguist, I certainly believe that it should be better respected as an important dialect of English.

Actually, it's not a language. It's a dialect of the English language.
It's got its own grammatical rules. That being said, I don't see the point in learning it if you can't master the English language. But I don't know much about it, so can't really say anything.

Actually, it is a sub-language, street slang, spoken to deliberately confuse authority figures ( parents, teachers, cops) it's just being cryptic. No-One wanted to make it an official language, what happened was a school system in California wanted to require teachers to take courses in it, which would have been silly and a waste of time, considering the learning curve. By the time the teachers might have learned some Ebonics terms, they would have been replaced with other terms to thwart their efforts to understand.

permit me see. What words am i able to assume to work out in the Oxford, English, Dictionary...there's a clue in there someplace, I in basic terms are conscious of it. You look to have a real bee on your bonnet over the black and white element. Your anger and blaming blinds you. Self-pity too i think of. sturdy luck with that.

Bill Cosby said it was stupid. Everybody (black, white, brown, etc.) should
learn correct English first. That's how you make a better life for yourself
and gain respect from the people who count. Once you learn correct
English, then you can play with slang, street lingo and such.
