You need to change your social scenery, or your top, if all the guys look at your boobs first.
I know many guys who look at girl's face first, eye contact, and all the nice manners included. So it's not all exclusive men thing. Of course some men do pay more attention to boobs and butts, you just need to find the good ones.

Wah-hey!! They are fun bags, those big hanging udders, placed in a prominent position so why wouldn't we check them out?
Isn't it funny how quickly we lose interest in them though, when we do actually get to fondle them? I'm bored with playing with them after about 2 minutes.
But you shouldn't wear these thrusting brassieres if you don't want us to look.

Women use them. They use them 2get their own way, so they shouldnt' complain if purves take advantage of the view if they are prominently displayed for example women who wear the hijab do not complain of this because they have taken steps to negate the possibility

Actually there are some fellows out there who do not check out your boobs, but if they do, who cares. I think its in the breastfed mal psyche, the first thing they see are boobs.

Honey..men and boys are naturally attracted to boobs..if you happen to be blessed with a nice pair, be thankful you're getting noticed and appreciated...use them to your advantage...
