we never did it..but im always the one that has to tell him yes...not just once like 5 times... like if he can touch me..i had to tell him he can and other things...he also laughs about ... i think hes just nervous..or something im not sure..and it seems that im more aggressive than him sometimes..well all the time and he tells me he loves me..and when i try to touch his down there...hes like no or that tickles..i dont get it..he touches me..so whats the deal? i laught to but im the girl..idk...

Well you are proably right about him just being nervous or shy. And honestly that is ok ... some people are just like that. Tell him how you feel and tell him you want him to be more aggressive .. I think that once you totally and honestly come out with what you want from him concerning sex he will be willing to work with ya.

He is obviously a virgin and not ready to have sex yet. Don't push him. Let him come around on his own time. You just have to let him know that you are ready when he is and that you will wait for him. That will make him feel more comfortable with you and will strengthen your relationship. Over time he might make this step. But he may want to wait until marriage, which to me is a great thing. Just give him time to make the decision on his own. Good luck.

maybe he really is just ticklish, or better yet tell him you want to touch whereever you want to touch and ask him how he wants you to do it if he still say yes maybe he is the kind of guy who is shy or got some inhibitions re touching in those places, then you can ask for me and i let you touch me anyplace your heart desires. good luck

How old is your boyfriend? It sounds like he's not interested in having sex. You should talk to him about this. If he's responding in this manner you shouldn't be attempting anything until you talk to him.
