I found this article in a copy of the Norwegian Post dated November 2005.

The 10-year-old EEA-agreement states that only vodka produced in Norway may be named Norsk Vodka.

The British producer [Smirnoff] has not been willing to accept a request by Arcus [Norweigian State distillers] that the name be changed, and the Norwegian producer now hopes for a helping hand by the British government.

- We have now engaged a lawyer, and hopes the British authorities will order the British producer to change the name or withdraw the procuct from the market, says Arcus export manager Fridtjof Nicolaysen.

I hope this answers your question although to be honest, knowing the size of Diageo the owners of Smirnoff, so long as the sales of Norsk remain high, I can't see withdrawal very likely
