Typically they use photo sensors in the top of each light. I think as time went on, they noticed different lights turning on at different times, so some are synchronized with sensors that triggers the whole chain.

It depends on the town! Some still use manual controls, or even guys on stilts who go round lighting the lights (say, in historical towns).
Oh...do you mean traffic lights? Those are usually set to a motion sensor, which is triggered by the approach of a car...unless you live in a town which operates by Nintendo rules (always get the customer!)...then they turn red...JUST as you think you can get through! lol

Most cities use these because the lights are only on when needed, thus saving electricity and lowering the frequency of bulb replacement maintenance.

most are on a timer, set with other traffic lights in that area to make trafic flow. Some however are based on the amount of traffic going by, the traffic is measured by sensors underground that detect the motion and can detect how many cars are going by thus changing the signals if needed!

An ambient light sensor senses when the sun is going down and turns them on...the time varies by the time of year....winter early and summer late.

Light sensors. when it gets dark, the lights turn on. That way, during summer, you won't waste electricity by turning on the lights when it's still bright.
