first you want to get rid of all the old plants ! than you want to get good dirt, peat moss and fertilizer add them into the excising soil to add nutrients back into the planter,then add to the soil some aluminum foil! this will help keep bugs away from your young plants when you begin to plant.also if you cant figure out what or where you would like to plant things in the garden take a picture of the space and scan it onto your PC and play around with it on paints program!

Dig out all the old flowers that you don't want in the bed. Plant the flowers by height, put the taller ones toward the back. Put in some bulbs for spring flowers, plant some a perennials,make a map of how and where you put things in the bed. Wait for spring and watch your garden grow.

well, if your transplanting your flowers, make sure you dig up as much dirt around them so you don't disturb their place too much. Go ahead and put in new dirt, mix it with the old. apply a fertilizer to the dirt before you plant the flowers. so you avoid any shock.
apply which ever border you want, ie: stones, plastic, blocks..
depending on how you bed is going to be, plant the tallest in the back and so forth
