No one knows but we do know to call them pencil legs. That makes them hot under the collar and you can actually see the steam come out. Big Fat women also have pencil legs for some reason. Looks like an apple on a stick. But, seriously, building legs is the hardest thing there is. If they did not start as children, nothing they do seems to help. I have legs because I swam and roller skated every single day from the time I was about 7 until I was 18.

I am a pretty proportional guy..... and I dont build myself to impress others... like many men (and even women) do when pumping iron at the gym.
Training the legs is actually very hard for some people.... and the calfs (apparently) are the hardest muscle area to actually get results.
In the world of MMA (Mixed Martial Arts)... many fighters actually have a huge upper body for technique, control, and strength. Their legs on the other hand are smaller so they can enter positions a lot easier.... particularly on the ground.
I guess many guys dont think about training the legs until they see results on their chest, shoulders, arms, and stomach.... and realise how late they left it with the rest of their body....
Oh well... I guess it is a common thing to see on many guys that are bulky or built like a brick **** house!!
Its a good point you have made... and I am sure many weight lifters will get a reality check reading this...... if they havent realised it already!!
//// added more
I entered a wrestling competition not toooo long ago and I (for the first time in ages) had to wear tight shorts. Basically my legs were exposed in all the glory.
I am a muscular guy... but I never show it off like many people.... and this was the first ever time I have shown my legs in public. The girls were not exactly complimentaring me either. One said my legs looked discusting because their ripped!!!
At the end of the day.... I dont care what people say about my body. I dont muscle train to seek attention. I dont train to "make up" for other areas, as some people would say. I weight train because I enjoy it. I love sports..... I love to go jogging..... and I love to spend a good hour or so at the gym.
Some girls may answer with suttle comments like "their trying to be macho men" or "its discusting" but I honestly dont care. I am happy and am in great physical condition, and my legs are not 'puny'!!!
Lastly, many people make suttle comments like "Steroids this, steroids that", but I am completely drug free despite people comments they make. Again I dont care.... but many people need to spend some more time with their legs.... gym members or not!!

I work out quite often but luckily, being in track for many years my legs got nice and defined before I started working on my upper body.
Men, when they workout, always look at their upper bodies when they work out/been working out for a while. The legs are very easy to overlook. They'll work and work their chests & arms and enjoy the definition that they see. The legs are different, no matter how much you work them the thigh & calf muscles develop more slowly. Too, I would guarantee that most men don't even realize that women like checking out guys' legs. I was stunned in college when I got compliments on my legs. I never knew women looked at guys' legs. Finally, listen to what most women say they want in a guy (physically speaking): nice arms, thick chest, nice shoulders. Never a mention about legs. It's a shame, really, hopefully your question will prompt more men into concentrating on their legs!

Sometimes men specialize in certain things like lifting in their lives. Arm strength might be more important than building up their legs. Besides, I don't exactly find a thigh the size of a mini-van to be all that attractive.

That just nasty. Women usually gravitate towards the eyes, mouth,arms and abs. From the waist up is the first area of physical attraction. That's my story and i am sticking to it.

deep, dark & dusky... i feel your question *i'm talking in a deep voice cuz i can do that naturally* it is thoroughly unatractive for men to do this because they end up looking like johnny bravo [cartoon character from cartoon ntwk] it even makes their @ss look small when it might not b naturally. That's why when I pump iron i make sure i'm pumped up all over (xcept my @***, i don't pump that up) so i don't wind up lookin' riddiculous.
