Speaking as someone who loves girls' hair very much, I can only think that he finds it beautiful, yet so soft and gentle to his touch. Being this way suggests that your boyfriend is rather sensual and thus, likes the things that appeal to his (and yours) senses - you know, how things like feel, smell and look. It's a great thing, as it can be taken as way of getting to know your partner through looking closely at them. Your hair here being one.

My husband loves to play with my hair. He says it feels soft and silky. I have long blond hair that is below my waist. And he probably doesn't want to let go when he hugs you because he likes the feel of you in his arms.

Just don't let him go, brush each others long hair, hug for a few days, don't let go. Get it and keep it if you can. If not, then wait for it. If somebody steals it, kick their butts.
