You only see these every so often, and they are always high up. There is no other markings on the sign, just horizontal black stripes of varying thicknesses like a bar code (no numbers though)

Are the signs you've seen near rivers? We have a strange thing high up, though I cannot make out real lines on it. It looks similar to a solar panel, but is blackish. Apparently, ours is a flood warning device.
