Most likely it means he really likes you, but is too shy to risk approaching you.

He's interested in you, and he's to shy to talk to you. Sometimes it also means that that is the natural direction for his head to point, and he's not even really looking at you, he's just kind of staring because that's the way his head is pointing. Not trying to be mean or sarcastic, (this happened to me), just trying to give you all possibilities!

He is either a potential psyco or is really interested in you and is too shy to approach. If you are at al interested in him, give him a nod and say hello. Lots of shy people need encouragement.
