I read she turned down the nomination.

Eleanor Roosevelt was nominated for her Human Rights work at the UN after her husband died. The nomination process is secret, and conducted by former prize winners and select international leaders. As a result, one cannot "turn down" a nomination, as one has no say as to whether one is or is not nominated.

While nominated several times, Mrs. Roosevelt never received the prize, because she never got enough votes. But had she garnered the votes, I beleive she would have accepted regardless of any statement that she would turn it down if offered.

To be honest, making a statement like that is like the actor who says that winning the Oscar is no big deal (until he/she actually wins it). It's a way of saving face in public.
