Here is my inexpensive trick. A little water gun. You don't even have to aim it on them. I aim it over my cats head when he behaves badly after a few times I did not even have to have water in it. Just the sound and he knew what ever he was doing was a no-no!
But even easier is try keeping a little space open with your blinds so your cat can get in and out. Cats do like to sit in windows and look outside especially if it is an indoor only cat. You cat seems to like the view from that particular window so leave the blind open a bit so he can keep enjoying it!

Try putting alluminum foil over anything you don't want your cat to climb/scratch on. They don't like the feel of it under their claws. You can also try using a small spray bottle to train your cat not to do things. There might be a bug or something behind the blinds that your cat is trying to get at; or maybe he's chasing light.

You have to catch them in the act, then you take a coffee can, put some coins in it and shake it. It startles them and they make the association with what they're doing. If you yell at them, then they might become afraid of you. This works better than the spray bottle, which doesn't phase some cats and you're not spraying water all over.

Get a squirt gun and everytime they climb there, squirt them.
I think at pet stores there is also some spray stuff that you can put on your blinds to keep the cats away, I guess it smells nasty to them.

try 2 sided tape. My cats do this too. Don't listen to the others who say staple them to the floor or de-claw them. Both are very painfull.

Well, don't cuss, calm down and take them down and play with them some or give them somthing to do. Or just let them have an early meal. I know that keeps my cats from taking over the world, or inslaving me completly *laughs*.

I had sour apple spray so my cat wou ldn't want to go in the dining room. It really works! Cats can't stand the smell.

put your blinds up -- very high -- so the cats can not reach them--or tigh them up.
