Sure. The speaking does not start until later, of course. The connections in the brain that are needed to hear, understand and speak a language start during the first year of life.
Any brain can learn any language.
The level at which the language is mastered (incl structure of the language and accent) depends on the age at which one is exposed to the language.

The short and simple answer is yes. I moved o Spain a year ago with four children ages 11, 8 ,3 & 1 the children that were faced with a different language every day (the older two) are practically fluent in Spanish now me however I cannot speak much at all. I have just put my 3 year old in a total Spanish speaking preschool and give him 6/8 months he will know as much Spanish as he dose English.

Yes, children are extremely good at learning more than one language. However as they have more to learn they often learn to speak later than children who speak just one language.

No, all babies are born with the ability to speak fluent Latin. They must be then taught to speak the language of the land.
(Of course they can listen to and then speak any language)

I would think so, thats how we learnt english by listening to our parents. Try sign language on a baby, they say one major reason a baby cries is because he/she can't tell you whats wrong. But with sign language they can.

you will would desire to analyze from a handbook to start with, to decide for up the basics. yet after that, finding Russian television and paying interest to radio is an exceptionally properly potential of analyzing. tremendously in case you would be waiting to observe movies in English whether with Russian subtitles.

Of course they can. Did you imagine a French baby has a different brain to, say, a chinese baby?
