He's neutered and is 5 months old.
I tried using newspaper inside the box and did not work.
He shares his litter box with an older cat.

when he pees outside the box wipe it with a paper towel and put the towel in the litter box so he can smell it. He probably doesn't know he has to also pee in the box instead of just poop. Good Luck!!!

First off, go to a pet store and buy a litter called Cat Attract. This litter is supposed to attract the cat to the litter box. Second, put the cat and the litterbox in the bathroom along with it's food and water. See if that helps out at all with kitty using the bathroom. If he continually uses the litterbox, move it back to the old place, and show him where it is (and show him frequently). Also, while he's locked in the bathroom with the litterbox, clean all the areas he has used the bathroom in with an enzyme cleaner to remove the smell (even if you cannot smell it anymore, kitty can, and kitty will more than likely use the spot again) so that way he cannot find the bathroom spots anymore.

Ok sounds like you have a feral cat on your hands. Here is to start off with the least expensive way get yourself a large cardboard box that you will cut to make his new litter box out of. This guy is used to lots of room so maybe start with a box at least 3x3 feet cut it about 4 to 5 inches from the ground. Then line it with a nice thick trash bag and take it outside and grab a shovel. Fill it half way with just plain old dirt (try and not dig out your mother's garden) and then pick a room without carpet or the room you intend to have his litter box in and place the new litter box with the dirt and put him in it. Keep a watchfull eye on him and every time he seems like he wants to go pick him up and place him in the box and walk away (cats do not like to be watched while they do their business). He probalby does not like the feel of the litter or the size of the litter you have. Once you have him used to using the dirt then you can go out and slowly start replacing the dirt with litter products. Mix it in gradually so he can get use to it. Once you have that part done then you can start working on reducing the size of the box little by little.

You have taking on quite a challenge but you might be able to pull it off within a month. When he does use the box reward him with a treat. when he goes elsewhere clean it up as soon as possible and use a repellent spray on the area (your local vet should have some good ones along with stain remover, the ones found in pet store are not always worth your time and money) also since you plan on keeping him do have him fully check out by a vet he might also be sick (kidneys) and when he has to go he goes where ever he is. Have him fixed it helps with the marking of territory but I have a feeling your problem lies with what is in his litter box.
Keep me posted! Hope you can get this under control and can get your mom to say yes to keeping him! He'll be one lucky cat!

You could try changing the type of litter you use. Cats can be pretty particular about that. Also, the size of the box can be a factor.
The problem could also be medical. Try to get a urine sample to your vet's office. They can run a few tests to see if he has an infection. If he pees on the floor, you can try drawing it up with a syringe.
Is the cat neutered? Having him neutered may help.

If you constantly put the cat in the litter box and scrape his paws over the litter (the way a dog does when digging a hole) he should grab the concept. It worked on the cats we had when growing up. Also, make sure to keep it extra clean, cats don't like to be dirty, if it is, this will lead to him using the bathroom elsewhere. You don't have to scrape his paws hard, just give him the idea of whats going on.

Pick up your kitty and hold it close to you. Stroke and talk softly to it while walking to the litter box. Set the kitty down in the box and let it get acquainted with it. Take a forefront paw and gently stroke it through the litter to get the action started. Usually after they start sniffing and scratching they go right away. If it doesn't work the first time, try again later. Just keep doing it gently...they can sense anger and your being upset at them.

Put the cat in the cat box and scrape some of the litter with his front paws. This is sually enough to stimulate the cat to go in the litter box.

If the cat has not been neutered, he may also be "spraying" to mark his territory. You'll need to get him altered to stop this behavior.

When you see him lift his leg grab him and put him the litter box. Consistently and then give him lots of praise and treats. You might need to put a litter box in all the areas where he goes to get him used to going in one. It'll take awhile.

Also clean the litter box (es) daily to prevent the smell. He's actually really marking his territory when he pees. Get the clumping litter that has baking soda in it.

IF YOUR CAT IS URINATING OUTSIDE OF HIS BOX HE MAY BE TRYING TO TELL YOU THAT HE IS NOT FEELING WELL. HAVE YOUR VET CHECK HIM OVER FIRST TO BE SURE HE IS HEALTHY. IF HE CHECKS OUT OK, you can purchase a product from your vet or local pet store called cat attract it is a litter additive, that may help. the other thing that you will need to do is clean all of his urine spots with a product called natures miracle, so he does not return to the spots. the other thing you may want to do is add another litter pan for him.

You need to put the litter box in a better place.
An easy place for him to find, indoor.
Put the pee soaked paper towel from one of his accidents, in the new litter box. Pick him up, put him in there. He'll smell it, recognize his pee smell, and voila its his place. Do a few times, always with positive praise!
