It stands for more than one page.
pp. 51-55 would be page 51 to page 55.
P. 51 would be page 51

I believe it refers to more than one page. E.g. pp. 51 - 55

It means "pages" (plural). The abbreviation for a particular page is "p.", e.g., "refer to p.15". The abbreviation for a range of pages is "pp.", e.g., "readers are directed to the discussion at pp. 5 -10, inclusive."
