some people call it Carma. the bible say what so ever you sow you will also reap in this life time. that includes bad as well as good.
or perhaps you have heard the saying "what goes around, comes around" ?

The only way I know how to put this so that it is a bit easier to accept that we do not see many seemingly evil people get punished is this.
For believers this world is as bad as we ever have it. For non believers this world is as good as they will ever have it.
