Which travel agents would arrange this for me. What kind of deals should I look out for.

Travelbag, Trailfinders, Bridge the World - they should all be able to sort you out with good deals. They will be able to tailormake a package to exactly what you want. Emirates offer some really good flight prices and they're a superb airline.
Dubai is not dry. The hotels have some very good bars and clubs where alcohol is served so you can have a great night out. The shopping is fab, and there's plenty to do and see so you should be able to keep everyone happy. The above travel agencies should be able to organise day trips for things such as taking a four wheel drive out in the desert / wadi, or guided tours of the best shopping / markets etc to keep you entertained if you want to do more than hang by the pool.

7 is not a good number. 10 is better, for 10 is a group and 7 is a realpain! Before you do anything, make sure all 7 are committed and collect their money. (Reason will follow) then get them to write down their precise names as they appear in their Passports. I repeat, PRECISELY as they appear in their Passports. Not you write down, they write down. Now, go and see a travel agent. I assume that you are not going at Christmas and that you have at least 7 to 14 days before you are all going. Any good IATA travel agent will have the same fares as anyone else (web or High Street). Give them your dates and ask for what is available - either direct on on one of the "deals" with an indirect routing. You will get an idea of what the price should be by running it through, say, expedia -dot- co -dot -uk, both for direct routes and for indirect routes. Now, you will need to pay (and this is why you should collect the money first) because if you get a cheap fare and book it, you are the "lead" name - the boss - and as such, if someone falls out, changes their mind, gets the hump - whatever - you pay and it is your problem to get the money from whomsoever. So, get the money FIRST. Then give the names that your party have written down. If a name is afterwards found incorrect it is not your problem and because they wrote their own names down, you have a record if the agent makes a mistake and the individual who got it wrong will have no-one to blame but themselves. Using an agent, even though you have to pay a fee, is a good idea. You would be surprised how many large parties I have had to fix because people try to be amateur travel agents. And you be surprised how much it has cost them.

They have good prices, can arrange flt, accomodation and airport transfers and also local attractions, car hire and whatever else you feel you need.
you can purchase lougne invites and also arrange for champagne or a birthday cake on board on upon arrival at the hotel. (btw you can drink alcohol in dubai should you wish but only in private clubs and hotels)

A 21st in Dubai?
You have made me think. I was going to suggest that you contact Alcoholics Anonymous, as Dubai, I believe, is alcohol-free. It then occurred to me that you may be a Moslem, and would be insulted by my joke. So I apologise if I have offended your sensibilities.
I could,of course, have simply deleted this reply, but I have decided to let it stand, as it could be a lesson to those who are intolerant of any Religion or persuasion.
It is very easy for someone to, using the English expression 'take the piss' without meaning any harm. It may be worth noting that, in my culture, that is not Moslem, having a 21st in an alcohol-free state, is somewhat incongrous. This being said, both Moslems and non-Moslems should take note - taking the piss is easy and often funny (I'm Jewish, and I get people giving me condoms in matchboxes to replace my lost foreskin) - but these remarks and actions are supposed to be fun. So, Moslems out there, have a laugh, and invent jokes to take the mick out of the rest of us. But we all should remember that what works in our subculture may not work for other subcultures. The other subcultures should accept that jokes made, purportively, at their expense, may not be intended to insult.
