talk to her like she was one of ur friends,ummmm, just dont exactly treat her like a guy. respect& honesty goes a long way. also girls love compliments,not rude or crude.... tell her that shes beautiful&tell her what u love most about her. tell her what she means to u. good luck........ps, hand picked flowers or something nice but unusual helps too.... like a drawing of her favorite thing.....or a cd of what ever she likes....

You don't say how old you are. From your question I guess you are in your early teens. Since she's only a year younger I doubt if you are going to scare her if you joke around with her. But if you are like REALLY young, like still in grade school, be careful that you don't frighten her off by being rude or aggressive.
Girls usually like a guy who makes them laugh. Think of something funny to say or do that will get her attention. If she laughs, then she likes you and you can talk to her.

Don't get wrapped up in the year younger thing. Just be yourself and pay attention to her and compliment her. Chicks dig compliments. Make her feel like a princess.
