Some bought MiG-21s on eBay. That is not a joke. Best place to go, however, is the former Soviet Union. However this is such an overkill just to blow next door's water fountain. Buy their house and demolish the fountain it is way cheaper :)

The most common "fighters" you can buy are trainers from Eastern Europe like the Fouga Magister or the L-39 Delfin. MiG-15s and -17s are pretty common too.
However, three things to keep in mind.
1) They are hideously expensive to operate. I chatted with a Fouga owner once and he said between fuel, supplies, insurance and maintenance it cost him nearly a thousand dollars every time he started the engine, let alone went flying.
2) Civilians can legally only buy "de-militarized" jets, which will have no weapons. Bummer.
3) Finally, a fighter isn't what you want for water fountain suppression missions. Ground-attack is the way to go. An A-10 Warthog would be perfect, but a Douglas Skyraider would be awesome too, even if it does have a prop.

AS long as you use in the USA I can make you a deal on one. But for neighborhood combat I would suggest a helicopter. Much easier to get into tight spaces. Maybe go with a Littlebird with some zoomie rockets? I think that would take out a fountain nicely.
But maybe just try a gallon container of bubbles.

Why not buy a main battle tank instead? You could buy a nice Russian tank for a few thousand dollars but I hope you know something about turbine mechanics because they aren't known to be the most reliable machines. You can purchase some Jet A or JP-8 for it at your nearest airport. You'll score one point for yourself, and your neighbor will have zero points for their fountain!!!
