Hard to say. it looks like it's just a great big surge protector. The independent test results say that there are some power saving factors but this depends on the proximity of the device to the load. There are better ways to save power. Contact your local electricity provider, they should be able to give you better suggestions on how to reduce your energy consumption.

Probably not. 25% savings on one's energy bill would spark a bunch of interest such as reviews and news stories online. That hasn't happened.
