How to get the outline of a photo in Photoshop?

Is it possible to get an outline of a photo in photoshop?
Outline in the sense the final pic must look as if it was drawn with a pencil.

The best I could find on photoshop was filter>sketch>photocopy or
filter>styleize>find edges.

I know that Paint shop Pro has filters the do this .. you can download a free 30 day trial at http://www.corel.com .
