Ok mi best friend decided 2 shave her arms and now it looks horrible what should i tell her and what can she do to make it grow back normal?!?

LOL.
I did that when I was 14. Tell her everything is fine. The hair will grow back and after a few weeks, the hair will be normal again.
It just takes time, thats all.

You should tell her how you truly feel about shaving her arms. The hair will grow back fast. It will be longer and darker. Make sure she doesn't ever shave her arms again. It will make her arms even worse.

Aww i did that when i was like 11 just like let it grow back.. completely shave it so she doesn't look like a moron.. and then if it grows back black just like wax it for about 3 months and then you can leave it and you will find that you practically have no arm hair any more..
