I think that's a question you should ask your local police department.
I don't see why it should be illegal as long as its not a full automatic assault rifle.

Legal? Hell boy,I aint neva heard the like! I aint fur shore but I do bleeve it's again the law not ta have one u them thar SKS's or some sort of a shootin' arn here in the great state uh Alabama. Now getchass on down to the gun store or that pawn shop un getcha seff some sort of a farorm so's you c'n protect ye seff and such as that yu hear. Lord have mercy quit askin' them silly questions like that.

Seriously though uninformed people that claim Under Assault Rifle bans in almost all 50 states an "SKS is only legal as a display piece and it must be mounted on a wood plaque firing pin removed and box mag empty" don't know what they are talking about. Laws for owning a class 3 weapon(fully automatic machine gun) aren't that strict. An SKS is just another semi auto rifle. The Assault Rifle ban,I don't believe, is still in effect. Nope nope nope I don't.

Seriously though people that claim

Special permission only reqd for full-auto. Semi-automatic 7.62 X 39 caliber rifles, or rifles with pistol grips and all kinds of jazz no longer persecuted after 9/2004. By from reputable gun-dealer with a valid federal firearms license. Get a purchase permit if AL requires it and fill out an BATF form.

The SKS is a semi-auto rifle that does not have a shortened barrel. Alabama has some of the most lax gun-control laws in the US. Alabama's state laws forbid cities from concoting their own little gun laws.

NO WAY IS AN SKS ANY LESS LEGAL IN ALABAMA THAN ANY OLD HUNTING RIFLE.
