On his chest, right between his front legs. He loves his belly rubbed but only tolerates a brushing for a little while. I don't want to hurt him or make him angry.

It depends on how bad the mat is. Matting is a preventative thing, long haired animals need regular brushing, if it get to the point where you have a mat, and you question whether or not you can get it out or your pet is not tolerant of you working on it, the best thing to do is just snip off the mat. It is painless, as opposed to the mat, which becomes very painful, the tighter and bigger it gets it is just pulling on their skin. Get out the scissors, it happens.

The easiest solution is to put the comb next to his skin and carefully cut the mat out.

The trick to getting them used to brushing is "brush once, pet once". Coo at him and give him lots of praise and love while you're doing this, and soon enough he will love the routine.

My cat had the same problem. I bought a detangler from Walmart. It is the kind you would use on children's hair, so it is gentle enough for your cat. Spray some on and then rinse it as best you can. It will eventually loosen the tangles.
