Men have higher levels of certain androgens(testosterone for one) and growth factors(like IGF1).Men tend to do more physical activities than women(this is of course not always the case).More men participate in sports etc as a bonding ritual.Also,it is more likely that a man will do menial work and a greater number of physical chores around the house.
Once the stage is set for weight loss to start,all of these factors increase a mans chance of losing weight.
Lastly,a woman's body is more likely to store fat in the event of conception.Women naturally have higher body fat because of their role in child birth and nurturing.
Estrogen and progesterone are two of the androgens that are responsible for fat deposition and conservation in women.

That's only when they are young men. By middle age, they have just has hard a time losing weight as women do.

For men, higher testosterone levels...which is why they tend to gain weight easier in later age as their testosterone levels begin to drop.
Also, women are genetically engineered to hold on to fat. If they happen to be pregnant AND face food shortages, they will be able to survive longer on their "stored" fat thus giving the unborn baby a better chance at survival.
