Go for a hike, especially at area with lot of boulders if it's raining hard. There will be a lot water falls.
After that go rent a movie and get things to make dinner then go home to take a warm shower together, throw on something comfort and make dinner and watch movie and talk. Oh also don't forget hot coca and other tasty dessert or snacks for after dinner.

Rent a movie and make some popcorn and milkshakes. Cuddle up together on the couch and enjoy! Fun and Cheap! Yay!
or have a campfire and lay out and watch the stars.. fun and romantic.
