Depends upon the jurisdictional policies on police chases. In Baltimore, MD, there is a strict no-chase policy. BUT, they have central control of all of the traffic lights in the city and can create gridlock in a matter of minutes if a chase stiuation arises. That relegates it to a foot chase.

I've read 90% evade police either because the police call off the chase or the suspects simply elude police.

Depending on the severity of the crime, the police will chase or will use helicopters and other technology. Recently, there was a car chase from Frederick County to Prince George's County where the suspects evaded Maryland State Police. I haven't heard if those suspects were captured at a later point.

It's hard to say, as they don't show that on the TV shows. Some DO get away though. My brother the former cop told me so. In fact, he said he gave up trying to chase guys on motorcycles, as they almost always would jump onto the freeway and "get away" easily.

Very few. It's hard to outrun the radio and helicopter let alone the risk factor and what it's going to cost you in the long run. It's better just to take the ticket for YOU were at wrong and not the publics safety which you be indangering if you try to run!!!
