Buy an 18 month size, just so she has enough room to move. You might be lucky and it'll fit for a while next year. :) I'd go with a one piece so you don't have gaps where cold air and snow can get it while you're playing.
My daughter is a late December baby.

One pieces are warmer than just coats. If you get a one piece, definitely get an 18 months. If you get just a coat, you might be able to pull off a 12 month. I find that it is the length of babies that makes them not fit into their clothes.
What I would do is buy the 18 months and see how it fits on baby. If it is ridiculously big, then buy a size that will fit her now, and you will still have the 18 months size to use later. If you're worried about spending too much money, buy one of the snow suits used on ebay or at a second hand store.

Get an 18 month TWO peice, the bottom snow pants with straps that come up around the shoulders and a seperate jacket. The straps are adjustable so if it's a little big in the beginning that's okay, you'll be able to fit it to her height. Two peices are also easier for them to play in, if she wants to walk outside (she should be walking by 15 months) you can let her. Remember you can't put shoes on over the one peice suits that cover their feet.

Winter coats and suits tend to run small so you may even want to get 24 months. If you buy the next size up you won't have to buy two suits in one season. However, for my toddlers, I don't buy a full suit because it's so hard for them to walk in them. I just buy a good winter coat and cover their legs with a blanket in the car seat. Unless you plan on letting her play outside in the snow a lot, a full snowsuit is just a waste of money.

We've never found intermediate sizes, although Carters might qualify because their clothes run on the small side - so an 18mo Carters outfit is halfway between everyone elses 12 and 18.
We generally buy one size up from whereever our children are in October. We also buy from Walmart because it's cheap. (That drives my Nordstroms-shopping inlaws insane!) If the outfit falls apart after 4 months? We've probably outgrown it anyway. And I'm only out $8...

a two piece might be more comfortable for her and I would probably go for the bigger size if you can't fine a 12-18 month. that way it should fit her for part of next winter. my son can still fit into his winter coat from last year.

My toddler identity due in October. I even have been given one by a relatives member. Its newborn length. i think of there a competent concept as they shop the toddler's ft heat to. I hate footwear on toddler's for some reason. i'll apply the pram tournament with a vest and the outfit (no jumper).

A 12 month should be fine, there is plenty of wiggle room in there to last her thru this season. I prefer the one piece, not a chance for that cold air to get in .
