xena - its a birth certificate because thats whats on the top of the form i understand bout translation with an authroized person but were starting it so its much easier and to make sure that when its done its done right. thnx

Don't forget the accents. Sometimes, when a word normally has diacritical marks but is typed without them, the word is understandable, but not always. "La", for example, is the feminine translation of "the", while "là" means "there". Anyway, here are the translations, as best I can render them:
"L'an mille neuf cent quatre-vingt dix-sept."--"The year nineteen ninety-seven."

They translate to "Witnesses chosen and brought here to verify..." and "After reading the above statements, [we] signed..." You try to translate an official document and any service (like the BC IS (immigration service) or IRS or the justice court etc...) would accept this translation unless you are a certified translator who has the authorization to do so. I suggest you to see a certified translator and ask him if he is abilited to translate official documents ... because they know the format, the terminology and their signature on the document make a difference.
Apparently, your text is not a birth certificate, I don't know why you said that it is, it's a copy from the French Tax service and it 's something to present to a justice court ... you need to be serious about it ... pay a professional translator to do the job for you otherwise your document won't have any value before lawyers.
