Who is typically meant to organize the event. The first person to do it? The mother? The inlaws? just wondering.

i think any of those people can do it. or it could be a sister, aunt or best friend.

Typically it is the Maid of Honor (or Matron of Honor). If they are too far away or not available to host the shower, than usually a relative or mother can host the shower. But make sure the Maid of Honor gets first crack at it.
