I think it is; however, I think it is better to learn ethical values through experience. Religion is a better basis for moral values than ethical.

Well, not to put to fine a point on it, but NO....not when you include the word 'stable'. Look around you at how the many religions of the world change their stance when it suits them. Christianity no longer stones ppl, Mormons no longer practice polygamy and they can drink Pepsi now, Catholics....well they change daily. And that's okay...hopefully they will all evolve. But stable...NO. Religions are politically correct for the most part and why should they not be? It's big business after all.
It is however possible to find a stable basis of ethical/moral/personal values within yourself. After all...aren't you the one who matter's most? It is also better to have principles that are internal instead of external 'rules' put upon you with the fear of punishment attached to them. Find your own morality and ethics that are real to you and that you can commit to for life for no other reason than the fact that they are right.

Yes. What are the stable ethical values that have been passed down for thousands of years without religious beliefs to help them on?

If your looking for stable ethical values in religious beliefs then you will be searching forever. I am a believer in God but it seems that any religion you search through will have faults and flaws that you may question and in that questioning you lose your stability. Its best just to believe that God is there for you when you need him and try not to ask for things that you don't need. I am not saying that you shouldn't question things because blind faith is the devils playground. Have Faith but also have understanding in the way things work and look past the obvious too the real truth.

Not as easily as you could find a stable basis of ethical values without religious beliefs.

I believe that you need religious beliefs to have a basis for ethical values - can't have one without the other!@

have not been extra up practise any faith. moral fee is therefore extra major to me. i don't have non secular beliefs yet do believe that in some unspecified time sooner or later we are able to respond to to 'some thing' for our movements and our causes. i attempt to apply ethics even as making judgements in existence as I truly don't have any non secular historic past information to fall again on.
