12 X 13 room should mean an 8 - 12 ft. ceiling. Correct height of a chandelier is above the head(s) of the tallest people as they stand ready to sit at the table. Figure about 7 ft and you should be OK.

Great question! I typically hang light fixtures at 6'-3" from the bottom of the fixture to the floor if a dining table is going to be directly under the fixture.

If you are in a commercial setting, be aware that ADA codes dictate that the bottom of any light fixture may not fall below 80" (6'-8") AFF. If you are in your home, though, you can put the fixture wherever you like.

High enough so that the tallest person at your table doesn't whack his head when he stands up.

depends on type of bulb used, and if low voltage or standard 110 volt. normally 7-8foot in height either way....but assuming your using incandescant bulbs(screw in type) 7ft is fine, otherwise if flourescent, 8ft .
