Collecting a debt does have many laws regulating it that you can benefit from. You can request verification of the debt and/or request that they stop calling you, in writing. I am not sure about lawsuits, but if you follow the guidelines below and they still contact you then they are violating the law and you could have a case.
805. Communication in connection with debt collection [15 USC 1692c]
(c) CEASING COMMUNICATION. If a consumer notifies a debt collector in writing that the consumer refuses to pay a debt or that the consumer wishes the debt collector to cease further communication with the consumer, the debt collector shall not communicate further with the consumer with respect to such debt, except --
(1) to advise the consumer that the debt collector's further efforts are being terminated;
(2) to notify the consumer that the debt collector or creditor may invoke specified remedies which are ordinarily invoked by such debt collector or creditor; or
(3) where applicable, to notify the consumer that the debt collector or creditor intends to invoke a specified remedy.
If such notice from the consumer is made by mail, notification shall be complete upon receipt.
(d) For the purpose of this section, the term "consumer" includes the consumer's spouse, parent (if the consumer is a minor), guardian, executor, or administrator.
809. Validation of debts [15 USC 1692g]
(b) If the consumer notifies the debt collector in writing within the thirty-day period described in subsection (a) that the debt, or any portion thereof, is disputed, or that the consumer requests the name and address of the original creditor, the debt collector shall cease collection of the debt, or any disputed portion thereof, until the debt collector obtains verification of the debt or any copy of a judgment, or the name and address of the original creditor, and a copy of such verification or judgment, or name and address of the original creditor, is mailed to the consumer by the debt collector.

You need to write them a letter letting them know that you are the owner of this phone number.But only just got this number a few months ago.And that the person responsible for the dept does not live there,and you do not know this person.
Also inform them that your going to report them to your phone company,and have them investigate the problem.
Call your phone company and get them to change your number,and make sure it is not listed.

Federal Trade Commission they will not like hearing from...
(unfair debt collection practices) Put the bank on notice and demand they stop the calls. FTC will make them stop. Change the phone number.

You really can't sue them since it's not a soliciting phone call. They are searching for their member whom owes them money. Best thing you can do is try calling them again to let them know they have a wrong number. If they continue calling your number, I'd change it with your carrier.

Make a photo copy of the first bill you received from your phone company when you signed up. Mail the COPY to them, with a note referring them to your phone company. Good Luck.

next time they call ask to speak to a superviser. tell him/her that you would like your call recorded. because you want to make sure they and you both have a recording of the call. then tell him/her that you have repeatedly ask for these calls to stop. the debt is not your but the persons who had the # before you, and if you recive one more call from them then you will also record that call and sue them for harrasment and slander you will never get another call from them i have done this and know it works lol

Tell them they have the wrong person. If they don't quit calling then change your phone number. I know it is a pain to have to do this but you may not have any other choice.
