Hello, Mike. Don't listen to anyone here, as they don't know anything about the 7m-gte motor and or the ct26 turbo. I've owned SEVERAL 7m-gte cars, and currently own three of them.
You or the previous owner have turned up the boost, and you're hitting Fuel Cut Off . Since you don't seem to know your car all that well, my advice is to have a Supra person turn down the boost, and verify that all other supporting modifications are in place, before turning the boost up again. You're also running super rich, which accounts for the extremely low gas mileage. Don't continue driving it in this condition, as you're on your way to ruining your engine.

It sounds like an ignition problem to me. If the coil is weak it will cause the spark plugs not to fire under hard acceleration. Also the computer adjusts the fuel mixture based on how much oxygen is left in the exhaust a miss fire or weak ignition will leave oxygen in the exhaust that should have been burned up and the computer will try to compensate by adding more gas. This problem should be fixed immediately because the excess gas will damage the catalytic converter.

could be time for a new turbo. also check your injectors, spark plugs, fuel pressure regulator, fuel pump and filter. with my mr2 turbo, there was a fuel cut in 3rd if you romped on the gas pedal too hard! first time i experienced that it really freaked me out. it was like hitting a brick wall, but then about 10-15 seconds later everything was fine. try checking out suprastore.com in case you need to replace anything.

check the turbo timing
if you intercooler isnt working properly you have more gas than air going into the engine.

replace the fuel pressure regulator. I had to help since ive experience that too even though I dont like imports to much. Replace the fuel filter too since your in that area
