The best what? price? Shop around, check ebay and sites like that, that will give you an indication.
If you're planning on running XP, 256 Mb of RAM is barely enough. To make it run more smoothly, 512 Mb or 1 Gb would be better.

That's is a horrible setup I have to say.

Let me suggest something more like AMD 2.4 GHz, 256 MB graphics card and 1GB RAM
