Not free anymore. Microsoft has nothing that is free anymore.

Windows is not an architecture, it's an operating system.
An operating system based on an operating system would be an emulator.
You can get Spectrum emulators to run in Windows.
20 odd years ago there was a BBC micro (remember them?) emulator than ran on a much more powerful computer to speed up program development.

If you like windows and can't afford it, try Linux / Unix they are better for use as web server and even Operating Systems

No there is not. There is a cheaper priced OS called lindows that is based on Windows obviously, but I think they may have changed the name because Microsoft had a fit on the similar sounding name.
