Many "no-name" brands like Apex and Cyberhome and lesser-name brands like Philips already are capable of converting PAL to NTSC--it's just a feature that the manufacturers don't feel they need to advertise, since they don't think the general public would really want or even care about it. Some models can convert better than others; some yield a watchable image but distort the aspect ratio.

One thing to note, though, is that even a DVD player that can convert PAL can be subject to region encoding--so while a region-free PAL disc can play on a particular player, a Region 2 PAL disc may not play on an unhacked Region 1 player.

Personally, I have the Philips DVP-642--not only is it hackable to convert PAL properly and be region-free, it also plays DivX files burned to disc. It's easily available at chains like Best Buy and Target (as well as Amazon), and sells for $50-$70.

I read all the answers. All the DVD players which they mansions are capable to play all region- PAL, NTSC DVD, but they need to modify other wise you can not see on American TV.
There are several models available like APEX, Cyberhome to Yamaha to Denon.
If you want to use this player in USA on American TV then go for Toshiba SD-760 $79.99( It's 110 volt) If you want Dual world wide voltage then go for Pioneer DV-393s $109.99
If you want HDMI DVD player then go for Pioneer DV-490v $169.99
Above mentioned DVD Players you can hook up with your TV like a normal DVD player. Plug and Play
I have purchased Pioneer DV-393. Plays all Pal, NTSC and -R, +R, MP3, JPAGE
