That's Italian. Ciao is goodbye, bella is(like belle in french), beautiful. And principessa, is princess.
So, ciao bella, goodbye, beautiful & ciao principessa, goodbye, princess.

The word ciao means both Hi and Bye. So this will be Hi beautiful! Bella=beautiful. And the second phrase will be Hello princess :)

"hello beautiful"and"hello princess".It's not used for saying goodbye.It's used for saying "hi".
And yes "ciao" has a double meaning hi and goodbye but especially in these 2 expressions it means hi

Ciao itself can mean "hi" or "bye" in Italian but yes the Italians tend to say "Ciao bella" to say "hi" and it is not necessarily a cheesy chat up line, more a greeting among friends.
