okay i'm at it again same drill and the design is below
i just hope it works this time and just so you know i am really trying to modifying it based on what people are telling me here

okay i have prepared an updated version of the design i still don't think it will work but i have absolutely no idea what the resistors should be in ohms but i'll leave that to an expert which i am not

and if needed the battery holds the following information
volts:13
amps:0.69
watts:8.97
ohms:18.84057971

i don't have much experience but you tell me
and i really need to know the resistors value

You should simply add this new information to your original question, but the answer is still the same. You have a do-nothing circuit, if that's your intent.

The same problems exist. The base-emitter junction of the transistor is unpowered, so the transistor behaves like an open circuit.

One of the posters to your original question gave you a more workable circuit, but you've ignored it and made modifications to your original circuit, which was never even remotely similar to the other circuit posted.

I suggest that you find some books or other on-line resources, such as;
