I sympathise with you totally. The police are not interested, they prefer to be out rich picking the motorists, but they also don't like confrontation with gangs of youths......its also down to poor sentencing at the courts, if any sentence at all.
The hooligans parents need to take some responsibility over this and i worry just how bad the hooligans kids will turn out......i dread what lies ahead for the respectable kids in the future...................

We've had similar problems in the area.
First thing is to identify them if possible and pay the parents a visit.
If you just get abuse from the parents then call the police.
If the parents are in anything other than private housing that they own, find out who the landlord is and complain.
Keep a record of incidents and times etc.
Make sure that as many people who are affected do the above.
You and the others affected should make written complaints and make sure you mention that you expect a written response with a reasonable period.
Enlist the help of any local police / CSO's and your local councillor(s).
Eventually the whole lot of them get fed up with the barrage of complaints and action will be taken.
Have patience.
Don't bother trying to collect video or photographic evidence, nothing will be done with it.
Don't forget to write to local papers and radio stations.
Make use of the phone in's on local radio.
Under NO circumstances take ANY physical action yourselves, probably best not to confront hem verbally either.
The vermin will cause you untold legal problems if you do.

I Know exactly what your talking about, My neighbour has 3 digs that bark all day, she has a son that goes up and down the street on a motorbike and they don't bother there ***. This country do nothing about Anti-social behaviour. If you look at statistics how many people have actually been prosecuted under the anti-social behaviour act, i think you'll find its very few. Something has to be done if they started fining the parents then they might not allow there children to run rite. And the people that live in council houses that don't work and party all night keeping others awake should be evicted.

The problem comes from the lack of respect & discipline that has not been 'instilled' at home. This must start from near birth. The trouble is , the last generation didn't learn it , so they , in turn , don't know how to teach the present generation , or simply don't care. I'm not old but our parents did grasp the nettle and told us in no uncertain terms about our behaviour outside the home in public. We were also told 'not to bring the family name down'. Another problem I see is , these 'bleeding-hearted liberals' who spout their political correctness. Even in this modern world , self discipline will always be top dog. Local Councils now have the power to eradicate local problems with ASBOs. Find out where your local councillor has their surgeries. Write out your plan of attack and put it on their desk. Keep on their case and don't give up. The councillors are there to serve their constituents and cannot ignore you. You also have to be strong against the scum , but please , please , don't tackle the 'neds' yourself , this is very dangerous to your own personal safety. It will work if you show determination.

The point of anti-social behaviour is a very subjective one for different people think differently about what can and is deemed to be anti-social behaviour.
I work with young people trying to combat in a poor commuity with little community spirit anti-social behaviour. I find that to combat it we must start young, but many parents cannot afford to put in the time with their children due to lifestyles and economic commitments. Too many parents are simply not interested in their childrens developement and progress.
My criminology tutor at uni has done a study on this and found out, by looking an european attitudes to young people, that britain simply doesn't care about its kids in comparison to the rest of the continent. We as a nation are actually very negative to children and label them all as youth offenders and granny robbers.

Your area should have a community liaison Police Officer, If it doesn't insist that one is assigned, it is his or her job to deal with this kind of anti-social behaviour.
Things like this have greatly improved in my area since a neighbourhood watch programme started. The community officer calls at least once a week on the watch coordinator to see how things are going!
Good luck - I know how soul destroying this kind of on going trouble can be!
