Asides from the example Ana pointed out there was a trio of loonatics who were on here at least 6-4 hours ago. They posted the same 5 links to the same site repeatedly in every post. So the answer is most definitely YES.
As for their ISP, i think it's either MullahNet, RapeGoatsFast or JihadCable.
