ok firstly DO NOT go to a pet store for a puppy - not only will you pay too much for a low quality pup but you will contribute to a very cruel industry known as puppy mills - moms are kept in tiny cages and bred over and over again - every time a person buys a puppy they support this becuase they give money to people who do it... its even worse that this but I wont go into details....

go to a local shelter or SPCA and look around - if you dont see one you like - wait 2 weeks and go back... they change constantly - or ask to be on a waiting list

consider an adult dog - puppies are alot of work - very destructive and need house training...

Shih Tzu matches your description their hair gets very long but is often cut short because long hair is heavy maintanance and if neglected it can form painful mats
Pomeranians are another choice but can be nippy

the newspaper is another option BUT NEVER pay a cent for a puppy that hasnt been vet checked, vaccinated, and dewormed...you would hate to pay $300 and have it die 2 months later becaus of a heart defect or something...

I recently got a Bichon Frise. I absolutely love her. She is quite small and going to stay that way. She has curly white hair and the sweetest little tail that curls up over her back. She is smart and has a HUGE personality. She is loving and likes to cuddle and be held.

Good luck with your choice!

go to your local shelter and get the cutes mutt. Designer dogs are soooo much trouble. you can ask the workers there about how big the puppy will get they will help you with all the questions you may have about the dog you get.

Try looking on www.petfinder.com You can define the size and age of the dogs you look at and it's a great list of adoptable pets in your area.
