There's a Lowchen Rescue in Shropshire, so shouldn't be too far to travel for you.

I know you asked about a breeder, but it might be worth at least phoning these people to see if they can help. Dogs of all ages are in rescue for all sorts of different reasons. Believe me, it's a rewarding feeling knowing you have given one of these dogs a second chance.
You've nothing to lose by asking.

here is a site that has some lowchen breeders from the UK, there is one in south wales on the list too.

Chek the AKC web sight they have a breeder referal list. Some breeders will ship their dogs to you.
