Why are water biscuits called water biscuits?

You used to have bread at the table with a glass of water for dipping, but they have replaced the bread with biscuits.

i don't know. i've never even heard of water biscuits before :(

because they are made using water as the liquid ingredient

because there is no milk in the dough... just eggs and flour and water... oh and sugar, LOTs of sugar ;)

because they are light and perhaps made with water and no dairy
