If you live in an Apartment, the Apartment Manager would be the first person I call. If you don't live in an Apartment, you need to post a sign private parking all violator will be towed at their own expense. Call a towing company and have their car towed. Don't ever confront this person, in today's world it would not be save, you could risk your life, there are violent prone people in every aspect of our society, so don't take a chance. Make sure your sign looks very professional. If you have doubts, call City Hall and get advise from the Community advocate of your City. You could also put a note on the windshield of the offender. If the car is on a public street and blocking your private driveway or parking space then call the police. If the offending car is on private property it is up to you or the property agent to have it removed. Call a private tow company to see if you have to pay for the tow or if they will hold the car and charge the owner.

If the car blocking your private parking space is also parked on private property, you will need to get the vehicle removed yourself.
If the car is on a public road and blocking you from getting out of your private space, the police might be able to help you by getting the car removed for you.
I am unsure as to exactly HOW you go about getting it removed yourself - and what rights you would have to do it - contact your local police (on the non-emergency number) and ask for their advice.

If the vehicle is parked on a city street and it's blocking your driveway, then you can call the police to have it towed. If the vehicle is parked on private property (like your space in your complex parking lot), you can call a tow company and have the vehicle towed at that vehicle owners expense.
Usually apartment complexes have a contract with a particular tow company, and their signs will be posted outside. If that is the case, then call that company. If the complex doesn't have a contract with any particular towing company, you should be able to call any company you want to call.

if the lot is private property then call a tow truck to have it removed .. the owner will be responsible for the towing charges. if you are in an hoa then most likely they contract with a towing company .. call them. don't call the police we do not handle private property parking issues !!!!

you call a tow truck. if you live in an association, that group will probably have a regular tow company. if you live in an association, check with your parking enforcement volunteers. the car owner will have to pay to pick it up.
if you don't live in an association, you might have to pay the tow company to haul it.
is this an ongoing problem? do you know who is doing it? can you angle your car to prevent it?

I f you don't know where the owner is, I would call the Police station first just to be sure you are not liable for towing charges and if they advise you that you wouldn't then I would call a tow comp.

You could speak to the council.
The police wont do anything because if the car is taxed then they cannot remove the vehicle,
It will be a civil matter

What the city mentioned is spot on. they are able to offer a value ticket, however the police do not tow autos. the owner has to rearrange for that. i might recommend that the owner examine the yellow pages for towing agencies, or get recommendations from different sources managers in the section.
