yes you can apply! But you can't start working until you get U.S. H1B working status. You can get while in the country.

The U.K is part of the USA Visa waiver program anyway, so you dont need a Visa, as you rightly stated. So you could apply for Jobs, your prospective employer would need to do the necessaries to get the work permit on your behalf so that you are not working illegally.

Visitors are not permitted to accept employment or study during their stay in the U.S. By doing so will be a failure to maintain the status under which you are admitted and will require you to apply for visa to enter US in the future, if proven as non compliant. Visitors are clearly classified as persons seeking to enter US for the purpose of tourism, business or for medical treatment.

if its only a B-1 visitors you cannot apply for a job you'll be out of status and if your caught working you will be deported (why loose your visa) you cant go to school unless your on a students visa and in order to maintain a visitors visa you need to be a full time student. To put it in a nut shell dude its not worth it loosing your visa if you intend to keep visiting the U.S.

I bet it also says on your visa "EMPLOYMENT PROHIBITED"

You could probably get something in a bar, restaurant or similar where they aren't too fussy and will pay you in cash. Any more formal business will ask you for your social security number (which you won't have) and your legal immigration status (ditto).

As far as study...that's different....if you have a pulse and $ you can sign up for e.g. community college. But 90 days is not a long time...
