Depends on the guy, but he sounds a bit all over the show. Maybe he is trying to let you down gently, but I know I was a bit like that with a girl once, but I did actually really like her, so even tho she asked me, I was still apprehensive about rushing in there and seeming too keen. Maybe he's been hurt by girls in the past and wants to know u better withou comitting to a relationship. You've done well to come out and ask him, sothe onus is on him now, so if I were u, I'd not bring it up again and see how things pan out!

What it means is that the guy's playing you. He is pretending to be confused because he 's intrested but currently unavailable.
Instead of giving you the brush off he's trying to get you to hold on so that when he can squeeze you in, you'll be waiting.He's saving you for a "rainy day".

he's got someone else on the go , probably someone he fancies slightly more than you and wants to see if he can make that work first before he commits to you . sorry - but thats how i see it . i dont like this kind of thing but it happens - both guys and gals do it.

by asking you to wait and saying that something might happen over time, he means he would like to hang out and see how his feelings for you grow
