I generally pass over these questions, however in the past I would review the asker's previous questions to see if this is just another prank and will answer by copying/pasting their previous questions so everyone else gets a heads up.

Until Yahoo Answer staff designs a system to prevent people from asking cruel questions and those who want to reply with a stupid answer this will continue unfortunately. There isn't any incentives in place until a change is instrumentally created.
